BLM Retirees and Friends

I.  NAME AND LIFE
The name of the Chapter shall be the "BLM Retirees and Friends Oregon and Washingotn Chapter, Public Lands Foundation" (PLF). The permanent headquarters shall be Portland, oregon.  there shall be no limit to the life of the Chapter other than that of the Naiotnal PLF.

II. Objectives

The objectives of this organization shall be:

To maintain contact and good fewllowship among BLM employees nearing retirement and those retired from BLM, ex-employees of the BLM, widows or widowers of foremer BLM employees;

To assist in dissemination of information dealing with the accomplishments of the Bureau of Land Management and its personnel in this area;

To aid in fostering the public image of the Bureau; and

To assist the State Director and others whenever aid is requested on the BLM programs.

The BLM Retirees and Friends were originally organized on April 5, 1983.  Bylaws were approved nearly 10 years later by the membership (signed November 11, 1993).

On April 18, 2013 the Bylaws were approved by over two-thirds of the membership at the Annual Spring meeting. The updates are included here.

The main thrust of the changes involve making the BLM Retirees and Friends a Chapter of the Public Lands Foundation. Additional  changes resulting from this reorganization are expected.   

III.  MEMBERSHIP AND DUES

Any current member of the PLF, as defined in Article III of teh PLF By-laws, who resides in Oregon or Washington is automatically enrolled as a member of the Chapter. Chapter dues shall be ($5.00) per year payable with applicaiton for membership and annually thereafter at the beginning of each calendar year. Funds will be maintained in a special bank account and used specifically for expenses (postage, reproduction, etc.) incurred in furthering our program, and projects decided upon by the members. The Secretary-Treasurer or the President are authorized to sign checks on behalf of the organization. 
IV.  Officers

The officers shall be president, Vice President, and Secretary-Treasurer.  The Vice President and Secretary-Treasurer shall be elected by a plurality of votes cast by members in a show of  hands or written ballot at the final business meeting of the calendar year preceding their term of office.  The Vice President for a given calendar year succeeds to the Presidency the following year.
V.  Executive Committee

Each calendar year the current elected officers, the immediate past President, and three members, one of whom will be a PLF state Representative for Oregon and Washington, appointed by the current President shall constitute an Executive Committee.  Under direction of the president, the Executive Committee shall conduct necessary business according to the Bylaws that cannot be delayed until the next business meeting and shall plan for field trips and special projects as well as regular meetings.
VI.  Meetings

Business meetings will be held biannually. Location and time for all meetings will be decided by the Executive Committee.
VII.  Special Meetings

The President or a majority of the members of the Executive Committtee may call a special meeting.
VIII.   Dues

Dues shall be ($5.00) per year payable with applicatin for membership and annually thereafter at the beginning of each calendar year. IX.  Changes in Bylaws

Changes in the Bylaws may be made by a two-thirds majority of the total votes cast by members present in a show of hands or written ballot after all members have been notified in writing of such proposed changes at least thirty days in advance of the regular business meeting at which the changes in teh Bylaws are to be considered.
